yes, you can order notes as an outland applicant. notes can be ordered for any immigration application.

If you are in Canada (and have valid temporary status (eg: worker)), then you can request under the Privacy Act. There is no fee for this. See: http://www.cic.gc.ca/english/department/atip/requests-personal.asp . Note the 'Note" on the page.

If you are not in Canada, or are, but do not have a valid temporary status, you need to make a request under the Access to Information Act. There is a $5 fee. See: http://www.cic.gc.ca/ENGLISH/department/atip/requests-atip.asp . You need to pay the $5 fee here: http://www.cic.gc.ca/ENGLISH/information/fees/index.asp . Include receipt of this payment as an attachment when you submit the request.

In either case, you should supply the Consent Form listed on the page. The Sponsor fills out and signs Section C. The Principal Applicant fills out and signs Section A. The sponsor can then put the request into CIC as described in the links. You want to request the GCMS case notes (electronic notes generated by Immigration Officers). The Consent Form gets added as an attachment at the end.

In about 30 days, the notes should appear.

Mine took nearly 140 days.
 
Anyone with any updates?
I received my GCMS notes today and they don't indicate any movement or processing whatsoever, for over a year, since BG check went in progress in December 24th (with the exception of a medical extension last July). This is so frustrating and actually a very inhumane and insulting treatment from the IRCC.

The sponsor should be the one to apply with the consent form filled out.

Well then, that's a problem. You probably need to use a service then to order the notes. If you google cic gcms notes there is services that can order for you..
 
Ok I recieved my GCMS notes today
Here are a few questions based on the explanation on the first page:
Assessents
Eligibility: passed
Security: not started
HIRV:
Criminality: Passed
Org Crime:
Medical: Passed
Misrepresentatin:
Other Reqs:
Final:


The due date shows as: 2017/04/15 everywhere and on the last few pages (where the notes are) I see a random s.15(1) and s.19(1) on the top right of the page. The s.15(1) shows on two pages near the bottom of the file and the s.19(1) shows up once.
According to the first post, s.15(1) means my security is done? then why does it show as not started?
and what is s.19(1)?
Finally, does due date mean I should get PPR before then?
