GCMS Notes of Sept 4 AIP sent via Email

One of our friend applied under SDS in March from Pakistan.
He got AIP on 14 August and got refusal based on eligibility reason at the end of August.
He ordered GCMS Notes, It was

Review Required > Recommend Interview > Recommend Passed > Passed > Review Required > Refused

His AIP was sent from OTTAWA and Passport Request was also mentioned
Review Required > Recommend Interview > Recommend Passed > Passed (This was done in Ottawa)
Then Application transferred to Abu Dhabi, after that Review Required > Refused happened.

Having "Passed" initially is the only guarantee I guess. This is very weird Abu Dhabi VO'S have gone insane.

What happens to Pakistani applicants cannot be the norm for everyone. That's very absurd. Luckily Pakistani applicants whose files were processed in Windsor received genuine AIP based on this forum's trend.

Just to clarify, no application is getting processed at Windsor. Windsor is only assigned to verify LOA and report back to Edmonton.

Stage 1 = Eligibility
Stage 2 = Admissibility

There's no way eligibility will be re reviewed during stage 2. I agree with that, those who got AIP after a longer review time are on a safer side.

Stage 1 and 2 are interlinked. IRCC has automated process in place to complete some admissibility steps even before eligibility review kicks in. So even if you get Security, BVL & medicals passed (stage 2) but your eligibility is not completed/passed, you can still get refused.

Features of a genuine AIP

Age of AIP : > 1 month old
Review period : > 1 week minimum
In-house processing w/ secondary office : Good ( no transfers to different offices, esp. Abu Dhabi )
Received through portal : Good ( BELA is controversial )
Eligibility : Passed
GCMS comments : Remarks shouldn't be there
Address format : Clean
Looks : Keeps changing, new ones are black & white, check sample with IRCC
In case of BELA : domain address must have gc.ca , check sample with IRCC

I received AIP on 17 August, not 14. But yes, our case seems to be the same. Waiting on my notes to arrive and we shall see.

Yes It was clearly mentioned that he passed the eligibility, AIP sent, Ongoing: Passport Request
But, when file transferred to Abu Dhabi, eligibility started again and got refused

Yes It was clearly mentioned that he passed the eligibility, AIP sent, Ongoing: Passport Request
But, when file transferred to Abu Dhabi, eligibility started again and got refused
