Does that mean then I have to do my IELTS test again! I did it in May 2012 for the July 2012 submission but as it says on CIC your IETLS has to be valid for 2 years from submission of application. If the FSW open in Jan 2013 I would have lost 7 months and therefore would have to do it again to be valid for 2 years. Is this right?

Note: As of July 1, 2012, CIC has temporarily stopped accepting applications for the Federal Skilled Worker Program (FSWP). This temporary pause does not apply to those with a qualifying job offer or applying under the PhD stream. We will likely start accepting applications again when the revised FSWP selection criteria take effect. Proposed FSWP changes should come into force in early 2013.

If you all noticed, the news release in CIC included the following:

"The pause will allow CIC to make important changes to its economic immigration programs before accepting more applications. This is an important step in moving towards a faster, more flexible immigration system... moving towards a new application management system, to develop a pool of skilled workers who arrive in Canada ready to begin employment."

If any of you has checked out the new (July 2012 onwards) Australian Immigration process for Skilled Workers you will notice that the above excerpt describes exactly what's in place in Australia now, therefore if you want to look at what might (with very high probability) be the new Canadian Skilled Worker program, check Australian Immigration for a template.

Cheers!
I am Australian Permanent Resident and I can assure you that Australia has adopted the way of CIC protocols.
At the moment both countries are keeping close eye on each others migration systems and they are adopting the positives.
Just for example, First time Australia has introduced Occupation Quota ceiling which is just like NOC CAPPING.
Similarly Canada was focusing on Educational and experience points in there immigration system and Australia also adopted the Educational point system in 2010. so both of the Immigration dept are learning from each other. As Australia will introduce EXPRESSION OF INTEREST or Skill SELECT system (adopted the idea from DENMARK/Newzeland IMMIGRATION) in july then I am in doubt that may be Canada will also introduce something like this. I was waiting for the release of NEW NOC but unfortunately Delay is more then i expected.

Good Luck to all of you

if I am not wrong, Australia has a requirement that needs applicants to score all 7.0/above in IELTS sections. EOI or Expression of Interest has long been followed by Immigration New Zealand and a draw takes place in every month and only a few hundreds get to the processing level if they pass the EOI stage.

you r right...ielts must b 7.0 or above...

If indeed Canada is following the immig footsteps of OZ, then have your qualifications assessed by your profession's regulatory body in Canada. Now is the best time.

I am a bit weary if Canada is also going to impose the band 7 for IELTS similar to OZ.

How this is good for pre-Feb 2008?

or you mean post Feb 2008?
I mean for those who's file has been rendered a "Selection criteria". Approx. 20K applicants.

No IELTS with 7 Each or 8 each can help you get 10/20 points respectively in Australian immigration but eligibility is 6 Each with 0 points. so IELTS is not a major issue.

Quoted from OZ's SkillSelect

You must score at least 60 points (the pass mark) to be eligible to apply for a Skilled Migration visa (subclasses 189, 190 and 489).

English language ability at time of invitation

Competent English—IELTS 6 / OET B = 0 points
Proficient English—IELTS 7 / OET B = 10 points
Superior English—IELTS 8 / OET A = 20 points

it is still major to those earning less points in other factors to make up 60 pts.....

anyway, thanks for the discussion.....
