My FSW app was refused in 2011. (Cause of refusal was Job Duties copy paste from CIC website to work reference letter)
Now can I apply for study permit and what is the chance of getting student visa?

My profile:
1. Work: Lecturer in Physics at a college for 6 years (From 2006 to present)
2. MSc in Physics in 2006 (1 year): 3.85 out of 4
3. BSc in Physics in 2005 (3 year): 3.39 out of 4
4. 12th –HSC: 59.1%
5. 10th –SSC: 70.3%

If you apply for a PhD program, I think you certainly have a chance of being approved.

If you apply for something other than a PhD program, I think your chances of being approved are low.

Thanks Scylla.
What do you think about Masters program application? Because I have more chances to be accepted in Masters program of some universities.

I also think the PhD program will be better with a better chance, because they will start wondering why you have a masters and want to take another masters. Unless it is a professional masters.

Hope it helps.

Yes u r right.
But the problem was in educational system of our home country, when we studied during that time it was 3 years honours and 1 year masters program.
Now it is 4 years honours program in our country also as per the international rules.
So our 3 years honours and 1 year masters is equivalent to 4 years honours degree. That's why I can not qualify for PhD program.

Now what to do?

I can't say if a Masters program will get you a study permit. From my perspective, I think it looks suspicious that you are pursuing another Masters after so many years - and that CIC might suspect you are using this as a means of immigrating to Canada (rather than being a genuine student). Again, I would go the PhD route.

Well, just apply to some universities for PhD and see what responses you get. I'm not sure with rule changes they can retrospectively change your educational achievements. Surely, you have a diploma/degree showing you received this Masters even if rules have changed now?

Possibility of getting full funding scholarship for Masters program. Will I proceed for study permit this situation? What is the chance of approval?
