I agree, dont give up hope till you dont actually get a negative response.We are all trying to make sense with dates and stuff but there is no definitive pattern with CIC charges or PER.

If you think you still want to go for these hot about to be capped NOCs by now,you can always
try but think twice before you send your application under them.
