Do you guys know if we have to pay again when application is returned to re-submit?

i just checked my status it shows 20 and completed. My first submission was sep 11 which my file was returned for photo. Resubmitted it oct 31 as urgent. It says updated NOV 2. Can that be real? I thought i had to wait in the Q again

Still can’t link it. Just called and confirmed from agent card is sent for production
