I am afraid 7234 is not under it, however, 7235 & 7233 are available. You may have to look thoroughly.

The other path is, if you have job offer & LMO, try applying for temporary work visa, & then once you are eligible for applying from within Canada, then proceed with it.

NOC 7234 comes under Skill level B, http://www5.hrsdc.gc.ca/noc/english/noc/2011/html/matrix.html

I think he can apply in NOC 7234 under FSWP if he has a permanent job offer and a positive LMO.
