I guess FSWP is not for you, try looking at under Federal Trade Program. Here is the link: http://www.cic.gc.ca/english/immigrate/trades/apply-who.asp
and here are the eligible NOC's http://www.cic.gc.ca/english/immigrate/trades/applications.asp

I am afraid 7234 is not under it, however, 7235 & 7233 are available. You may have to look thoroughly.

The other path is, if you have job offer & LMO, try applying for temporary work visa, & then once you are eligible for applying from within Canada, then proceed with it.

Go to this link read it carefully and let me know

http://www.cic.gc.ca/english/immigrate/skilled/apply-who.asp

A) Basic eligibility

We will only process your FSW application if you have:

---at least one year of continuous and paid (full-time or an equal amount in part-time) work experience
in a single occupation,

within the last 10 years,

at skill type 0, or skill levels A or B of the 2011 edition of the Canadian National Occupational Classification (NOC), and you:

have this work experience in one of the eligible occupations, OR

have a valid offer of arranged employment, OR

are an international student who is enrolled in a PhD program in Canada (or who graduated from a Canadian PhD program within the past 12 months) and meet these criteria.

Please read red highlighted line carefully.. Skilled level 0, A or B.
In NOC terms.. Skilled Level 0 are usually managers having NOC 0xxx.
Skill Level A has NOC's that starts with 1, i.e. 1xxx
Skill Level B has NOC's that starts with 2, i.e. 2xxx

Neither is true for you, as your NOC starts with 7. You'll have to look something else & not FSWP.

NOC 7234 comes under Skill level B, http://www5.hrsdc.gc.ca/noc/english/noc/2011/html/matrix.html

I think he can apply in NOC 7234 under FSWP if he has a permanent job offer and a positive LMO.

Examples of codes and their meanings:

NOC 2011 coding system
As indicated previously, the first two digits of each code convey meaning with respect to the group's skill type and
skill level category.
For all occupations, including management, the first digit of each code identifies the major, minor and unit group as
belonging to one of the skill type categories. For all non-management occupations, the second digit of each code
identifies the major, minor and unit group as belonging to one of the four skill level categories.
For management occupations, the first two digits also convey meaning. The first digit is always 0 to convey
management, while the second digit conveys the skill type category in which the management occupation is found.
All management occupations are included as part of skill level A.
The following charts summarize and illustrate the meanings embedded in the coding system.
The skill type category is...

1
Natural and applied sciences and related occupations
2
