I am also NOC 2263. I think you should submit IELTS result with your application because as you are aware its point based assessment. Language ability has points based on the score we earn in IELTS. Most of these consultants don't know anything. All they are after is money. In other to make the selection process fair, irrespective of whether English is your first language or not, CIC has instructed that all applicants should submit IELTS score together with their applications. Please, ignore that lawyer and submit your IELTS. Cheers.
 
i feel if u have IELTS result and you are fulfilling the requirement of ielts score then pls send the result as its better to send extra documents , even if its not required it wont harm u anyway..so better be safe than sorry

Don't mix two conditions.

Checklist IMM5612
Point 9 - "If claiming points for your spouse or common law partner's official language proficiency, submit their English or French test results."
That means spouse or common law partners are not mandatorily required to submit test results unless claiming points in the point system. Primary applicant is required to submit language test results, nonetheless.

To answer your original query....language proficiency test result(s) is/are required irrespective of being native English speaker or not to provide worldwide applicants a fair play-field.

Don't mix two conditions.

addy - Going by pure logic each applicant (primary or not) fills and declares it own form.

Just as you declare yourself as an applicant in your form, wife as your spouse, your parents name, your siblings and that you have children or not (whether from your wife or not), your wife would declare herself as applicant in her form, you as her spouse, her parents name, her siblings and that she has children or not (whether from you or not).

Guys I don't know what is UCI number? When the applicants get it? DO we get it before the DD or CC is encashed?

UCI is the Unique Client Identifier
U get it in a week after your money encashed through an email from CIO
