Can the underlisted factors cause delays in issuing PER:

-Visa refusal by Canada immigration or other countries,

-Travels to other country(ies)

-Large number of family members

-change of surname(surname on passport different from educational documents

-Trying to confirm references and others etc

yes all theses will cause delays

Since I've lost my chance this year with 2147, I want to try smth else but I need my documents back.
Please prompt CIC e-mail and assist what should I write in order to recieve my application package back.

All the rejected applications the send back by regular post, what can take months.
Just wait for returned package. There is nothing you can do about it.

Hello;

Three days ago, my e-cas status has changed from "Medical results have been received" to "A decision has been made on your application. The office will contact you concerning this decision". I have not got a PPR, so I have doubts about if my application has been accepted or refused. Does anyone know how long do they take to give an answer?

My application is been processed by the Paris visa office.

I seriously wish that we were hit by some typhoon in India so NDVO could think of fast tracking applications and MR for a change .....

i would not wish this even to my worse enemies. the stench of death is reeking in those places.. i'm working for the red cross and personally know the magnitude of the typhoon. were working to send blood for the wounded. its heartbreaking.
