I recently received my PR approval and on that basis my wife got her visa stamped. Is she allowed to travel via another country like USA or London or Tokyo to Canada ? The direct flights are very expensive so looking at options.

Yes. She may need a transit visa and most likely will need to PCR test at the stopover so look into that.
