I've received P1 and am waiting for P2. Seems like it's taking more than a month just for this step. I had hoped to be able to travel at the end of September, but with the glacial pace of the IRCC it seems this is only about 50% likely.

I'm considering booking a flight with either a refundable ticket, or some kind of insurance policy, and cancelling if I do not get eCOPR in time. Has anybody got advice or experience with this? It seems as though travel insurance is more affordable but has very limited use cases. Fully refundable tickets are a bonkers $1100 extra per ticket right now.

My work permit is expiring at the end of September as well, so travelling without PR is not an option.

Either buy a fully refundable ticket or wait to buy the ticket later once you are sure you can travel. Those are the two options. Insurance policies only cover you in very limited circumstances.
