FLagpoling for Co-op students WP

I'm a Co-op student in Vancouver and was trying to apply for WP via the CIC website until i realized that i might not make it on time as my work term starts on January while the processing time for the work permit is 133 days. I saw some information regarding this "Flagpoling" method to get WP at the border.
my question is can i "flagpole" to get my WP at the border ? i came from non visa exempt country and my TRV has expired but i have Co-op letter from my university, a valid study permit and US visa

I have the exact same issue, work term starting in January and I didn't get a chance to apply for the co-op work permit until late September (my university didn't provide me with the co-op letter until then). I called the CIC helpline and they said that the border officers MIGHT issue the co-op work permit. Since you're relatively close to the border in Vancouver, it's probably worth a try? Better make sure that your expired TRV doesn't cause issues before you try it, though.

Unfortunately I'm in Newfoundland, and "flagpoling" would cost at least $350 in the form of a return flight to the French island of Saint Pierre. :(
