Show proof that AISH is for people with a disability. This webpage from the Alberta government has more information about it:

You could try to get his caseworker to write a letter stating he is getting this solely because he is disabled. You are right - someone who is on welfare cannot sponsor, unless they are on it because of a disability. Therefore he should be able to sponsor.
Maybe also send in a copy of the relevant rules about this, with the explanation that someone can sponsor if they are on social assistance because of a disability. The visa officer should know this, but just in case they have forgotten, you can mention it.
Once you are a PR, you can work, so try sending in proof of your qualifications and the type of job you will be looking for.

Maple is waiting too. You should be contacted by CIC soon as 3 months after last medicals, the officer will ask for more info or ask you for the interview. Good luck!

We know this, but sadly he isn't approved to work because of the disability he has.
