I got ghost update few days ago and noticed that my Background check changed from "We are processing your background check. We shall contact you if we need more information" (which has been the message for months) to "Your application is in progress. We will send you a message when we start your background check"..

The BGC refers to criminality and security. This is why the BGC status changes twice during the processing of the application. Since your AoR is Feb, it may be very likely that criminality, info sharing and Eligibility is passed and security is in progress or even passed.

I just spoke with a friend, who is an FSW Outland applicant with AOR in September 2020, and he got his COPR approved on January 5, very shortly after submitting his biometrics on December 21. He also says that his wait time seems to be mostly due to him not being able to submit biometrics for a long time, because Canadian VAC in his home country reopened only on Dec 21.

This is extremely disrespectful, frustrating and unfair that IRCC has been massively ignoring earlier applications (especially those with AOR in Jan-April) telling COVID-related excuses, while processing the ones that were submitted much later so quickly. The only possible explanation for this is that there was a calculated decision by IRCC management to focus on recent applications, so that they meet their bullshit metrics that have a horizon of 6 months, and so that they are able to say "We've managed to process 95% of applications that we received within the last 6 months" when they report to their leadership. They probably don't even track metrics beyond 6 months, and our applications are irrelevant from the "business perspective". What a shame.

But aren’t there different LVOs involved when it comes to applications? Most offices are handling according to their region , while it is unfair it’s just the way things are right now thanks to the pandemic.

Before COVID, Ottawa VO was the best place to get your file processed or transferred to and Accra took average of 12months and even more to finalize. Right now Accra is processing within 3-4months and people think it’s the place to be .

Does this mean that the old dated application will be cancel upon the becomming dates.

What is LVO? My guess is that his case was processed by some office in Ontario, since it was the province that he chose in his application.

1. Based on the fact that old applications aren't being touched by IRCC, wouldn't it make sense to withdraw the existing application, and reapply from scratch, so that our applications are on top of the stack / fresher than 6 months? (This might sound ridiculous, but so is the whole logic that IRCC is governed by).

2. For those who initially applied via the FSW stream, but now are elegible for CEC, wouldn't it make sense to reapply as a CEC applicant, because on the CIC website it is explicitly said that they aren't actively looking at categories other than CEC, as of recently? (source)

I am from India-FSW-O Feb 15th AOR. Application was approved in Sept 2020, I even see a COPR number on GCMS notes. Medicals expired on Dec 31st 2020. NO update from IRCC despite sending couple of webforms.

Hi everyone,

GCMS notes say that our primary office is CPC-Ottawa and our secondary office is Brussels.

The Primary office is where you most of the processing will take place and the passport request (PPR) will be sent from. There can be one or multiple secondary offices, that are responsible for processing your application, based on the nature or specialisation of the office, work load distribution, local verifications etc.

Even if there is no specified VAC in the country, an application can be sent for processing for very specific reasons to the Local embassy.

If the biometrics is pending, your file processing will not stop, it will continue, but the criminality and info sharing will continue to show as pending, as the biometrics are required for for both.

RCMP runs the biometrics (fingerprint) though their system to access criminality and any immigration violation and they are also shred with partner countries.

Thanks for the reply. That means CIC can still process the eligibility and security without having biometric right ? Only criminality will be pending due to the biometric ?
