WHY SO?
Adding to what was said already, there would be a mismatch if you forgot a second name or something like that.

It is my understanding that if his email was the one entered when creating the account this will probably make a big difference. You would have to enter his email on the web form and he would then be the one to receive the response. It might be better for you to get in touch with your representative to get him to create the web form.

I'm not 100% certain of this though.

In your case, you just mentioned that you left CANADA in February...That's before they close all Service Canada in March 13th.
So because you are not IN CANADA, I think you can give biometrics outside CANADA.

I'm not trying to scare anyone here, I just posted what IRCC and Service Canada mentioned in the website and Twitter.

While biometrics collection is temporarily suspended at Service Canada locations, do not go to another biometrics collection point, including
  • Canadian ports of entry (POEs)
  • other international biometrics collection sites

Also they mentioned:
Your application won’t be refused or closed if you can’t give your biometrics due to COVID-19 service disruptions.


A lot of people In/Outside Canada are waiting for biometrics, lets wait till they open for biometrics. Lets be patient.

This is awesome!!!
way better than this rising frustration of waiting for biometrics since March and seeing outland PR with much later dated AOR getting their COPRs.

I see a spreading rumor of outland applicants getting PR, but I still need to see a single case in which that really happened.
