My guess is that CIC has been trying to calm down the applicants by changing their Ecas to IN PROCESS although for many the background checks are still going on. another thing is that as they dont have the waiting applicants in their priority list they have nothing else to post on Ecas other than RbVO to IP.

It shows the backlog is not the main reason of the delay. The master policy is to limit the immigration.
For the "in progress", one thing is you cannot get refund in this step. If you want to wait, then wait for years due to MI-2, MI-3, backlog, the limit of the immigration, and new unknown policies coming in the future. If you want to withdraw, you cannot get application fee back.

I have a friend who applied for refund. He was IN PROCESS with RBVO details. VO confirmed him to refund the fee. So Until it really goes to In Process, there is a chance of getting refund. But...... Is withdrawal a solution?

In Process with dates mentioned means your app is eligible for processing as per ministreal instructions or rules it was applied under and further background checks are started or may be near conclusion...depends on whether In process is updated at the start of B/G checks or when its done...

Hi Haral,

Nice explanation, bro. So what about In Process but with RBVO details inside?

maybe just an error - OR maybe the app is found eligible as per parer screening and put in a queue...but i doubt this since one of applicants has been declined based on not sufficeit job responsibiltiies and he had IN process with RBVO details...while there are others who koved to real In Process...
