Is there any precedent case of refusal because applicant failed to provide FBI PCC? Like if the applicant ask for extension and couldn't provide the PCC within the time?

Just called FBI , they are currently opening and entering Oct 16 applications and processing Sept 23rd ones. They asked me to call back next week once I see my CC charged (Oct 24th applicant). The total processing is anywhere between 12 - 14 weeks, and mailed after that. So may be we get the letter on hand 15 - 16 weeks after applying :((

I got the same information from FBI. My request reached them on 22.10.2014

Things like this change according to the whims and fancies of the CIC and the VO. There may be precedence, but you cannot trust it. It could also be that you get a bad VO that looks negatively on this problem where as someone else gets someone more understanding. With this in mind this is what I think:

First, it seems that the VOs know that there is a problem with the FBI, and they seemed to have granted extensions generously. I know some people who have gotten a second extension after the first expired. So take it easy.

Second, always communicate with the VO if you are missing the deadlines i.e. ask for a second extension when your first extension expires. If for some reason you get a rejection from the FBI, send the documentation of this rejection to the VO telling them you will try again. If you face problems apply for state PCCs. These can be got much faster, and the VO would have some information, though it is not something they requested.

Finally, there was a case in this forum a year or two ago where the person got repeatedly rejected from the FBI fingerprinting. The VO seems to have waited for almost 6 months for this guys PCCs. (Apparently there were problems with the ridges of this guys fingerprints which the FBI did not like.) Finally, the VO allowed him to submit the state PCCs.

In the past few months there was a person who submitted the FBI PCC a month after the deadline, but without asking the VO for an extension. That seemed to have been accepted also.

So, please ask for extensions, and keep the communication open. I don't think you will get rejected for not providing the PCC in time. However, in the past the CIC is notorious for closing pending applications enmasse when a new system is in place. So if your application is pending for too long, and the CIC feels the Express entry system is going well, they can choose to close all of these pending application. You never know. However those getting it in the first few months of next year should be good.

If you taking it at home try to use a oil based ink and not a water based ink. Because water based ink will smudge. But there is a trick.
I bought stamp pad from a stationary shop. I put my fingers and soaked it in the ink pad. Now first you take the print on any piece of waste paper or cloth ( You will find that the print is not good and it has smudged). Then for the second time press it again on the FD-258 Card. Now you can find that the threads of your fingers will get printed properly and since there is less ink now it won't smudge.
Hope it clarifies you to some extent.

I would rather suggest to take the help of a technician if possible. They use a oil based ink ( it is like a tooth paste ) on a glass. They roll it out to make it even. Then they take the prints on the card.

I had heard many cases where Finger prints take by technicians and police departments of India / US/ Canada has failed to meet FBI requirements. Many of them are in this thread.

Whatever you do , ensure you take multiple prints and send it.

If they have opened your packet you can ask them the record no. Next time when you call to inquire about your status , you may just quote the record no. They can tell you the details.

But to be honest you can predict your details. They will only tell it is completed after the 14th week of receipt. And if you ask them it has been mailed or not. They will it will be mailed no later than a date which is 15th week of the receipt of your application.
