Family Visit Visa Query - can a couple and their mother apply together?

My sister is applying for a visit visa online along with her husband as one family. Can she include her mother as family member in her application? Or does her mother have to apply as a separate person with different CIC account. Any advice in this regard will be highly appreciated.

Mother should apply separately. She is not a dependent.
