Hi, please help.

I have applied for my pgwp 2 weeks ago and I have received an offer letter from my future employer this week. The problem is, my start date will be in September (wherein by that time, my spouse’s owp is expired). Can I extend my spouse OWP with my offer letter only? Since I won’t have any payslips not until after September. By the way, spouse owp will expire on July 30,2021.

The offer letter is not enough. You must have started the job and you must have payslips when you submit the OWP extension.

If you aren't starting your job until September, then your spouse should apply to change their status to visitor and stop working once their OWP expires. Once you start your job, you can then submit a new OWP application for your spouse.
