I guess your earlier point was plausible indeed, some country won't disclose BG info without signed consent, even for address cross check

I have a question regarding BOWP. My work-permit is expiring in January 2017. I know that one should not apply BOWP without R10 check done, but in this case where work-permit is expiring soon, would it be advisable to apply BOWP in December with Letter of Explanation attached?

One of my friend said it took almost 1 month for him, but I guess it varies. May be I will call CIC in December 1st week to find out.

if that's the case (1 month) maybe you want to wait for it before filing the BOWP?

I got my ITA on Oct 12 and submitted my application on Nov 12. Got AOR the same day (Nov 18).

Yea, so that's the reason. You are going to get a Schedule A if you answer "Yes" to a statutory question, irrespective of whether you have explained it in detail in a LOE or not.
