We received an email from CPCO saying that our application is almost complete and we need to send the copies of our passports in order to issue the Confirmation of Permanent Residency. Is this email the PPR? I am sorry for my ignorance.

yes it is to send your Passport to the address specified in that letter,follow the instruction

Not sure but it's probably MVO. I'd find out once I receive the RPRF letter.
