Hello:
We want to apply to immigrate using express entry, but once we did the IELTS my husband didn't get enough points to do so (he passed it but didn't accumulate enough to be accepted), but I did. We are considering for me to be main applicant instead, although I might not be planning to work, but he does and might actually have a job offer. Can he get a job before me, or can we both be entered in the pool separately if I apply as main applicant?
 
Yes you can apply separately in Express Entry, with one as the spouse declared in the other. It's then just a matter of who gets an ITA first.
Your intent to work after getting PR has nothing to do with getting an ITA, it's just about having enough CRS points at this point.

If he gets a job offer, he can also look into a provincial nomination program in that province.
