Actually, based upon the traffic tie-ups it just SEEMS like they are closed.

To the OP: Some border crossings are not open 24/7, so you should check the hours on the CBSA website: http://www.cbsa-asfc.gc.ca/contact/listing/indexpages/index-e.html

Rainbow Bridge in Niagara Falls is always open. However, it is busy on weekends these days.
