Background.
My spouse is in Quebec, Canada ((on W visa)) and I'm working in USA.

As I understand - we can't use the express entry with Quebec as the province of interest. One needs to go through CSQ and none of us speak French.

Two step process.
  1. I apply as Primary and exclude my partner from the accompanying list
    1. I mention I'm married, but spouse not accompanying.
    2. If asked, I can say - I need PR asap - do not want to wait for CSQ.
  2. Once I get a PR, I would sponsor my spouse who is already on W visa in a different Province (QC)
    1. I hear this is a lot of patience game, it might take upto a year for this
    2. But we would both be in Canada and be able to live together?

Other Notes:
  • I don't want to go on Open work permit as W dependent, as we both get tied to Quebec laws and wouldn't be able to apply via EE
  • We both qualify for EE point system, together and individually.
 
You can apply for PR together and once you become PRs, you move out of Québec. The WP doesn't stop her from getting a PR status.
