People have done that and its no sweat.... you could enter without any problems with just the COPR.

From what others have told me its no issue. .next week i fly into Canada, and I dont have a PR card, its been 9 weeks since landing, but it looksmlike cic is in slow motion. But I do have a US passport, so with that I should enter with no issue.
