I'm a citizen living outside of Canada and I've submitted sponsorship forms for my wife and kids. I didn't get an answer yet.

What's the earliest stage that we can enter Canada on Dual Intent?

When did you submit the PR application?

Is your family from a visa exempt country or non-visa exempt? If non-visa exempt, do they already have approved TRVs?

Short answer is that they can only enter Canada as visitors at this time (technically they cannot move here). There's really no specific time it's OK to do this vs. not OK. When they enter Canada, you'll want to make it clear they understand they are only entering as visitors at this time and the ability to remain long term is dependent on the outcome of the PR application. They should come with return flight tickets (especially if TRV holders).

Note that they won't be able to move most of their personal belongings until PR is approved. Bringing a few suitcases is fine. The rest will have to wait until later.

Make sure you look into health insurance.

I've sent the package on January 12th and it arrived nine days later on January 21st (according to the post office records), we haven't got any confirmation/email or a letter back from CPC Sydney. We are from Israel so we need eTA, Biometrics and medical exam. I've listed myself as my wife's unpaid representative. I've already bought the eTAs.

we're coming light - without any furniture or appliances, only with clothes and we plan to rent a furnished house.

I want to buy flight tickets and rent an Airbnb but I'm afraid to do so too early, and I'm trying to figure if we have to wait for the Biometrics and health exam, or if we can do it in Calgary.

If you are a citizen your children should be citizens and not eligible for ETAs or sponsorship for PR.
 
Nobody can guarantee whether they will have issues at the POE. At least in Alberta your family will have access to healthcare. Hope you have a job lined up. Finding higher wage employment in Calgary can be tough these days. Things like lower wage jobs are usually available across Canada.

I don't have a job yet but I'm a digital marketer so I'm coming with a few clients and I'm confident that i"l find a few more after arrival.
Do you think that I should wait for the biometrics and health check?

Biometrics and medical can be done anywhere is the world, so no need to wait.
