I am a protected person holding a RTD, I had a flight today from Toronto to Budapest , transiting through Munich. I have been denied to flight they asked for PR card and i said i don't have it. I have my notice of decision and work permit but she said there is a new policy came effective 4 days ago, i was refused for flight. Does anyone knows if this is a mistake or what?
The fact that you were travelling through Munich. Holders of a Canadian Travel Document for Refugees (1951 UN Convention, blue cover) do not require a visa for transit and/or short-term stay in Germany.

The airline agent said you needed a PR card because you were travelling through Germany. However, she may have been mistaken, because Germany’s Federal Foreign Office states that holders of a Canadian 1951 Convention Refugee Travel Document (blue RTD) do not require a visa for transit or a short-term stay in Germany. Why don’t you send an inquiry to the airline and request a full refund? If you believe the agent incorrectly refused to let you board despite your valid Canadian Refugee Travel Document, you could also file a formal complaint against the airline and the staff member involved. Ask the airline to provide the exact rule or policy they relied on to deny you boarding.
