I am waiting for my first PR card, but I need to travel to Mexico. I have a valid U.S. visa. Would I be able to fly back from Mexico to the U.S. (Buffalo) and then enter Canada by land in a private vehicle without my PR card? I have my eCOPR and proof that my PR card has already been issued but was never received.

A travel document for this purpose means a document that establishes your identity and allows you to travel internationally but not the eCOPR.

You either missed the point or misunderstood. The passport is a travel document. The eCOPR plus passport (or indeed other ID) is not sufficient to board a plane to Canada, but at the land border, will be accepted as evidence the bearer is a PR and must be admitted.
