Employer's eligibility to apply LMIA

I started business in June 2018 and want to hire Temporary Foreign Workers. I wonder if I am eligible to apply LMIA?

Did you or have you tried to hire Canadian citizens or PR’s?

Of course, but I was not able to find any suitable person. Thus, I want to hire TFW to be eligible.
Can the employers who have been doing business under 1 year to apply LMIA? or not.

Yes you can still apply for an LMIA. It is an exhaustive process, but possible. You will need to prove to IRCC that you have a legitimate business that intends to make a profit by submitting copies of all the necessary documents e.g WSIB, Proof that you have tried tirelessly to hire a Canadian resident by advertising on JobBank for at least a couple months, records of interviews done, and outcomes e.t.c, copies of Lease agreements, proof of sufficient funds to pay the TFW and so on.
