Employer-Specific Work Permit to Study Permit

Can someone apply for a study permit while being inside Canada on an employer-specific work permit before the work permit’s expiry date?

Additionally, let’s say the work permit expires, but it’s still within the 90 day period, can the status be restored and then apply for a work permit inside Canada?

You can apply for a study permit inside Canada if you are on a valid work permit. You can apply to restore your status as a worker within 90 days of expiry if you're eligible.

So the restored status can only be as a worker and nothing else right? It can’t be restored as a student?
