Eligibility to obtain a PR card

Is a foreign worker eligible to apply for a PR card ? If so what is the eligibility criteria ?

No - you are not eligible to apply for a PR card. To qualify to apply for a PR card, you must immigrate to Canada and become a permanent resident first. You'll have to read through the information on the CIC web site about the various immigration programs available to see if you qualify to apply.
