I am applying under university category.

My dad's income is exempted from filling Income tax return so we don't fill ITR.I will be providing agriculture income certificate and crop bills.is it ok?

I am going to pay full 1 year tuition fees and opting for GIC,do I need to show liquid amount in my current or saving account?if yes, how much?

Enfield, I have been accepted at University of Regina (Canada) for MEng in Fall 2012. I intentionally miss the Fall term to complete my MS in Electrical Engineering from my home country. Now I am going to start MEng from Winter 2013 term in UoRegina (medical done, waiting visa). What should be better for me at this stage, either to complete my MEng degree or search/apply for any PhD position in Canadian universities after arriving there???
Kindly suggest/recommend me the way that can be beneficial for me in long run (by keeping in view the job situations and immigration delays/limitations in Canada).
