ECA is completed and IELTS is CLB 9.
His application is sitting in the EE pool currently with ~440 pts.

SINP didn't provide any ITA for NOC 1123 yet.
You can go for Nova Scotia demand EE category B, which is a without job offer category. This NOC is in their demand list.

Thank you. Looks like NSNP category B is currently closed and has not opened at all in 2019. Will have to wait and watch.

You can submit SINP EOI as well.
Alberta Express Entry is also an option, sometimes they call without Job offer and adaptability candidates as well.

With Alberta EE I read that it's passive and the province automatically selects your profile if they are interested.
With SINP, as you said 1123 was never invited and the recent draws have a threshold of min. 68 points and sometimes 65 points.
So keeping an eye on NSNP Category B and expecting from Alberta EE are the only options left I believe.

What about OINP HCP and QSWP? Have you already checked?
