Ecas for online applicants

Hi,

I applied online, received AOR in August and was able to sign up in the tracker. However, I am not able to sign up for Ecas https://services3.cic.gc.ca/ecas/security.do
Got this message
(We were not able to identify you using the information you provided).
Is that normal? And how to sign up for Ecas?
