ECA - Best way to get transcripts from India

Hi I am currently in USA and applying for Canadian PR via Express Entry. I have to complete my ECA but my Education has all been done in India.
What is the best and fastest way to finish this process.
WES requires us to get transcripts from India (time consuming).

Do any of the other ECA designated organizations allow us to mail self attested copies for the degrees and transcripts?

What is you suggest is the best way to go?

Can you submit an EE application with IELTS score education details but no ECA?

You can not submit your EE application without ECA.
Is it possible for you to send someone to university and apply on your behalf?
Transcripts should be send by university only.

Try www.factstranscripts.com, I don't think so there are any designated organizations which are currently accepting transcripts directly.
