Dumb question - am I still a PR even though I don't have my PR card and my CoPR expired?

For context, I've been in the country since Jan 2019, and haven't left since. I got my CoPR in Sep. 2021 (the CoPR expired in March 2022), and I sent in my application for my first PR card a month ago. Given that I haven't left the country, but that my CoPR expired last year and I am still waiting for the PR card while still being in the country. Am I still a PR?

It's not quite clear what your situation is. Did you receive an email from the Permanent Resident Portal and complete procedures for landing from within Canada?

In other words, did you do this process back when your PR application was originally approved? https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/pr-confirmation-portal.html

yep - in the “permanent resident confirmation cases” tab in the site it says my case status is “closed and accepted”
