For context, I've been in the country since Jan 2019, and haven't left since. I got my CoPR in Sep. 2021 (the CoPR expired in March 2022), and I sent in my application for my first PR card a month ago. Given that I haven't left the country, but that my CoPR expired last year and I am still waiting for the PR card while still being in the country. Am I still a PR?

It's not quite clear what your situation is. Did you receive an email from the Permanent Resident Portal and complete procedures for landing from within Canada?

yep - in the “permanent resident confirmation cases” tab in the site it says my case status is “closed and accepted”
