Yes. I started as Outland but got to Canada before covid with visitors visa. I proved my temporary residency in Canada, which helped my application (so ultimately changed my profile from Outland to inland).

May I know how you tell IRCC about your change of address? Or how long did you wait until they change your application from outland to inland?
It seems that they are not responding to my messages.

yes I received CoPR in February 2021

I sent them a web form with a proof of Canadian address.
