Does "IN PROCESS" mean that the applicant meets the minimal (FSW 1, 2 or 3) requirement and selection criteria of 67 points?

At a first glance - Yes. But, the VO may have a reLook, anytime, during the process & may decide otherwise too (God Forbid). However, it's rare.

It only means that you have met the minimum requirements as of FSW program.

Your points will be scored further during a process.

This is an official info from the Operation Manuals (OP 6) for visa officers.

You can find info about processing times at http://www.cic.gc.ca/english/information/times/international/02b-skilled-fed.asp

So from this info - you can calculate approximate time till your medicine (Regarding your particular Visa Office).

As well as you can find some statistics here at this forum.

in-process means the CHC is going to verify all documents which you submitted with your full application , background check, security check , bank statement which you provided etc, if any documents are not enough then VO will request you but not in all cases, in lots of cases VO reject application after "in-process" status, for example, if you submitted your bank balance which is required for FSW PR and you withdraw some money, & VO make inquiry with your bank that time balance is not enough then sure it will rejected. but it's good +ve sign to get meidcal soon within 2months to 3months time frame if your CHC will move fast (follow your local CHC time frame), even you waived interview, and your documents are good submitted with full application, otherwise VO will request for remaining documents so, it will take time to get medical request ultimately your application will slow. just follow your e-case status.
