The eligibility for student loans will be the same as for Quebec tuition.

When did your waiting period start for the health care card? That should be good enough, I think.

I applied healtcare card as soon as I arrived Montreal. I think It was end of december,2012.

I was busy to make citizenship application so just have time go through and ask questions to university.I hope I am eligible for Quebec tuition and loan program.

Check the date of the start of your waiting period on your original letter of registration. My guess is that you'll be okay 12 months after that date, for both Quebec tuition and Quebec student loans.

-my application with receipt Dec 12 2012
-Health insurances started Feb 1 2013
-Health card expires Jan 2014

So that timeline means,I can prof of my Quebec stay by Dec , 2013??

My guess is yes. Check this with the university.

But the date of application isn't what I'm talking about. When you applied for Medicare, you must have told the RAMQ what date you arrived in Quebec. That date should be in your letter of registration, as the beginning of the waiting period. It's not the same date that you applied.

I have the receipt date 12 Dec 2012 .I remember RAMQ asked me my arrival date to Montreal. I was at Montreal Dec 1st but I don't remember the registration letter. Should I get this letter? I dont remember if they gave me any paper after registration.

I received a letter when I moved back to Quebec, and so did my wife when she moved here. Since we both did things in an RAMQ office, they just handed us the letters instead of mailing them.

I'm not sure, but I think the letter might help. Ask the university which date is important.

No, the CSQ is for people who are selected by Quebec to immigrate. If you are selected by the federal government and become a PR, you can't then "immigrate" to Quebec. You would be essentially like any other Canadian moving there.

However, for tuition purposes, if you haven't lived in any province besides Quebec for more than three months, then the residency conditions are relaxed.
