Assuming that an applicant is 46-47 and despite getting 0 in CRS, with his overall CRS points, he and his dependents were sent the ITA and they uploaded everything and got their AOR. I assume because of the 1) many years of foreign experience 2) evaluation of dependents as well 3) maybe even evaluation of more years of education etc, their process will take longer. Ok. no problem till here.
But even though he qualified to get an ITA, would the officer make discrimination and process the other applicants and leave this guy behind just because of his age? (and despite his years of good experience and education and language skills?)
