Anybody knows if i can send my 2013-T4 document once available next year even when i am not asked?

My 2012 T4 which was submitted with my application did not cover my 1 year experience (June-Dec 2012 only) that is why would like to send my 2013 T4 next year once available (to cover January-Decemeber 2013 work experience)

No, it's not. You're asked to send the latest T4 with your application and for now that's the 2012 T4. You can
submit the 2013 later on your own, or CIC might ask for it. I am going to submit it as soon as I get it, just to be
on the safe side.

I believe if you already have covered your 1 year experience in whichever T4 you have submitted during your application that should be fine...but it is not the case for me.

I need to send my 2013 - T4 to cover some months of my work experience completing the 1 year requirement.
my 2012 - T4 during my application submission only covers 6 months

I would send it. For a couple of reasons: to keep your application file "live" and to show that you have increase in income. It might come handy if the assessing officer thinks that threes some ambiguity in your work duties. Of course, this is just in case.

How about PCCs? I believe they are valid only for 6 months. Do we need to send them again when the 6months are over? In my case, I need to get them again from India and UK.

If you send valid certificates with your application, then you don't have to send updated ones unless CIC asked you for new ones.
If you haven't submitted PCCs from countries you've lived in for 6 months or more, do that as soon as possible.

You don't need to cover your 1 year with the T4's. Your reference letter will be used to check the experience, as the reference letter(s) include all the dates and durations you've worked in Canada.
