No. Because he is already a Canadian citizen, he does not need to apply to become a permanent resident : )
So he is not a member of the application, you do not need a statutory declaration, but you DO need to include his information on your forms (e.g. "Additional family information"). And you need to include a letter of explanation ("I have a common-law spouse who is a Canadian citizen...") and include a photocopy of his Canadian birth certificate and/or passport. If CIC has further questions, they will ask...
And yes, it would sure be nice if CIC provided this guidance, but I believe the assumption is that you would of course apply under the family class. Many who are eligible for CEC class choose it over family class and succeed, so - no worries.
