Is it Mandatory for Spouse to get the Educational documents evaluation? or is it only to provide the educational documents?

Not mandatory but it gets you more points. If you don't get an ECA then you don't need to provide any documents "Does your spouse have any education - No"

It does mention to provide the education details of your spouse? so should that be left without any details?
If provided but ECA is not done so it doesnot require any proof/degree or transcript ?

My wife is primary applicant and I am co applicant in application. So In that case I don't need to get these documents. just to be sure?

If she is PA she should get the ECA to claim points. You don't need to.
