I have some questions regarding the following onthe document checklist for spousal sponsorship:

#18. my husband is currently unemployed and a student, so this is not applicable?
#19. my husband and I have no dependents and don't live in Quebec, so we don't meet the income requirement. Do I need to address this question at all? He got an option C assessment just in case.
#22. I don't see a document list in the immigrants guide. Is the identity and civil status just a birth certificate?
#23. neither of us have children. Not applicable?
#24. what travel documents and passports? I made photocopies of my passport, I don't have to send the actual passport, right?
#25. proof of relationship is photos, emails, phone bills, etc?
#26 my police records have not yet been returned to me, can I send my application with a note explaining police records are in their way?

The Checklist for the immigrant is located in the location specific documents which is part 3. You will find what you need there

For spousal sponsorship, there is no income requirement. The sponsor does not need an income or a job. You must still send in the Option C. Send proof he is a student and maybe write an explanation of why he doesn't have a job now and his plans to get one. #19 is not necessary for you.

Yes. Or anything other official government ID that proves your identity. A birth certificate is best.

Not applicable.

Send in the photocopy of your passport. The travel documents would be any other kind of papers you need to travel - for eg., a work visa, a resident card, etc.

Yes, but first it is your marriage certificate - and then all the proof of relationship.

It's better to wait and send everything together.

Which visa office are you applying through? You need to follow the country-specific guidelines for the visa office you are applying to. You can find the guidelines for the specific region that you applying to here: http://www.cic.gc.ca/english/information/applications/fc.asp#region Each guideline will have a specific document checklist which you will need to follow. The document checklist that you are referring to is a generic document checklist.

For instance, in the generic document checklist (Q 18), they ask for "identity and civil status documents" but in the country-specific guidelines, they will specify which identity documents are required and whether photocopies or originals are needed. An identity document is typically a birth/baptismal certificate but please check the region specific guidelines to see which documents are acceptable for your area.

Q24: Typically a travel document is an identity document that is used in place of a passport for individuals who are unable to obtain a passport. Typically travel documents are issued to individuals who are stateless; any visa stamps etc. are put inside the travel document the same way as you would with a passport. Since you have a passport, just include a photocopy of the bio-data page of your passport.

Q26: I would definitely wait til you do have the police certificate. Sending your application without this could delay your application.
