I just wanted to know if they one of the requirements for Canadian passport applocation includes the surrender of my Philippine passport?

Canada doesn't require that, no.

However, unless I am misinformed, the Philippines generally strip you of citizenship when you acquire another one and then, if you fulfill certain requirements, you can apply to get Phillipine citizenship again. But people with more experience to that regard should chime in, especially if and how the Phillipines require that you surrender your passport.
 
No, Canada does not require to see your other passport.
You DO have to present a valid proof of ID though, which has to be government issued and meet certain requirements (contain picture, date of birth etc, please check the passport application form for details), so if you do not have another government issued ID, you might want to use your other passport.
