However the answer is obvious. An LMIA is required to get a work permit. PRs don't need work permits in order to be able to work. So they don't need LMIAs.

I don't think you are going to find an official source that specifically says PRs don't need LMIAs since the answer obvious. Just my opinion.I tried to do some research but i could not find a reliable source. Based on this logic I agree with you.
