No idea - you'll have to look for it yourself if you want to find an official source.

However the answer is obvious. An LMIA is required to get a work permit. PRs don't need work permits in order to be able to work. So they don't need LMIAs.

Are you a PR? If you are PR, you can work anywhere in Canada. There needs to be no official source.

Thanks. It makes sense since the LMIA will prove that no local citizen or PR is available for the job. Therefore, it answers my question. Thanks

I don't think you are going to find an official source that specifically says PRs don't need LMIAs since the answer obvious. Just my opinion.
