Here is my time line:
Canada Received application: 23 January 2012
Canada Approval: 27 April 2012

My current status of my application on the website cic.gc.ca:

Sponsorship Application Status = Decision Made
Description is: We sent you a letter on April 27, 2012 about the decision on your application. Please consider delays in mail delivery before contacting us.

Permanent Residence Application Status = Application Received
Description is: We received application for permanent residence on January 23, 2012

Does this mean that the Singapore office has not received my wife's application yet ? It has been fifteen months since Approval of Sponsor yet her status has not changed to "In Process" ?!!

What are the Singapore Office people doing all day - staring at the sky ?!!
Medical results have been received.

Does the Application Received status mean that Singapore received my application?

Singapore will have received the app but they have a processing time of 26 months, so you still have quite some time to go.

Be aware that ECAS isn't a reliable source. The actual VO processing the file needs to update ECAS and a lot of them don't bother. This is why many apps go straight from Application Received to Decision Made. They could very well be processing your app already and just not have updated ECAS. And they might not update it until Decision Made.

If you want an actual status update, send a case specific enquiry.

This seems to be how most e-cas statuses look now.

The date that your stage 2 VO puts is actually the date that your application was received at stage 1 VO. If they have that status, your application HAS been received at the stage 2 VO. No need to worry.

How slow they are at actually finishing it, is another story.
